Fiber Optic Spheres are made from some of the same materials commonly known as Fiber Optics. This material is used in data transmission lines for telephone, cable television and internet services. The material is a highly pure Silica which can aid the transmission of signals at great distances.
Fiber Optic material has an interesting characteristic in that you can see through the glass, or in this case the sphere, in the direction the signals would pass through, well enough to read the print of a newspaper when it is laid upon the media. When this material is ground into a sphere form and rotated 90 degrees, you can no longer see through the Fibers but it does create a very different, intense "cats-eye" appearance. This phenomenon is similar to the "eye" or radiance that is seen in a natural Tiger-Eye stone.
